Revisiting for some reflection
I am away from Kabul for some time now, this is happening after a long time. I have been based in Kabul for the last nine years, busy with work, studies and life – life and all its complications and simple pleasures and painful episodes.
I miss Afghanistan a great deal these days; this must look like a crazy and incomprehensive statement for some. Afghanistan is associated with suffering; especially the recent spike in insecurity, death and destruction has brought home the feeling of fear and terror. Some of my friends here really do not understand how can I long for Afghanistan with all the disappointing and horrible news coming out of there?
But Afghanistan is home and home is always missed. I am not only missing home I am feeling very hopeless and disappointed at what is happening in Afghanistan. Looking at the situation unfolding from the security of West, I feel an unease that I never felt inside Afghanistan.
Why am I so hopeless about the future of my country? Is this the effect of watching and listening to biased western media? Am I fed up with the leadership in Afghanistan for their utter failure to improve? They are failing in so many areas that simply mentioning them here would require plenty of space. I am lost, my thoughts are scattered and I have no sense of direction.
I must say this note looks very depressing, but isn’t the situation so very depressing? What is the solution to the current madness? I am lost and do not have any answer to these thoughts. Hopefully this will not continue for much and there will be a new dawn – a new day and a new beginning. Is this realistic? I am not sure but I am keeping the hope alive, not giving up on the hope for a better future for my country.

ادامه رقابت شدید بین ریال مادرید و بارسلونا
ریال مادرید که نماینده نخبگان و بیوروکراسی مادرید است با ارزش ترین تیم جهان میباشد که در سال 2008 میلادی عاید درجه یک در میان کلپ های فوتبال به سطح جهانی داشت. اما ریال نتوانست موفقیت مالی را به موفقیت در زمین فوتبال انتقال دهد ، چنانچه در سال جاری تیم بارسلونا به مقام قهرمانی تمام مسابقات فوتبال هسپانیا و اروپا نایل گردید

هرچی شود رقابت ریال مادرید و بارسلونا در فصل آینده بسیار جالب خواهد بود و ایل کلاسیکو در فصل جدید فوتبال یکی از جالب ترین مسابقات فوتبال جهانی خواهد بود

Vacation in India the last peice - Part One
I just realised that I have to write the final post about my Indian vacation, so here you go from where I left it:
As I was saying our entry to India was an eventful entry, but leaving that story where it was we got out of the airport in one piece. I had a booking in a hotel in Paharganj in New Delhi and the best way to reach anywhere from Delhi International Airport is to take the Delhi Police prepaid taxi service. A typical ride costs around 200 Rupees, for us it was 250 Rupees. The cars that are used by the Delhi Police prepaid taxis are very familiar as we can see them in any Bollywood movie, The black and yellow spacious Ambassadors. I like them very much as they are very spacious and comfortable, especially the back seat!

What happens is you stand in line for around 2 to 3 hours and when you have your number the FRRO people tells you that the hotel has given you wrong documentation and then suddenly out of nowhere the guy tells you to call your hotel and ask the hotel staff to fax the required documents at his given fax number. And yes you will be charged for each page of fax received by this fax machine!
I believe this is a scam jointly run by the hotels, FRRO guys and the fax machine, very funny ha, not at all!
Anyways, as soon as we were registered at FRRO we headed to the airport and boarded a plane to Goa. We never inteded to stay in Delhi and wanted to get out of Delhi as soon as we could register with FRRO. We flew Spice Jet from Delhi to Goa. A very comfortable and beautiful flight with great service and superior planes.
Nothing compared to Kam Air!
Travel time between Delhi and Goa is a bit longer than Kabul to Delhi, around two and a half hours. Our plane landed in the evening darkness and everything smelled of ocean and salty waters.
It was great, relief in the end. Everything and everyone was relaxed. Most of the people at the airport wore shorts and T-shirts. I guess we can not do that in Kabul, apart from our restrictions, because of the cold weather during winter and dusty weather during summer.
I would love to live in a city by the beach, nothing compared to the Kabul river!
We got out of airport at around 8 in the evening and I did not know how to reach the hotel that I had booked by email.
Jessica and Max run the Mantheven Homes, a small family run hotel, and Jessica informed me that any taxi driver will be able to take us to her place. So we rented a taxi and asked the driver to take us to our hotel.
The driver, Jameel, knew the place and agreed to deliver us to Jessica for 800 Rupees. Jameel was a taxi driver cum tour guide and on the way he clearly showed his marketing skills.
During the 45 minute ride from the airport to our hotel Jameel convinced us that the hotel we were going was much more expensive than the ones he could recommend us, plus the hotels he recommended all had swimming pools and great restaurants, were on the beach and had many other amenities for much less price than the Manthevens homes.
So what we did was that we called Jessica and confirmed with her that we will be staying for one night at her place and if we liked the place we would prolong our stay there.
We asked Jameel to take us on a guided tour of one or two of his hotels on offer so that we can see for ourselves if he is right about what he is marketing.
Jameel toke us to this nice hotel very close to the beach and with a very nice swimming pool. I liked the place and the price and booked our rooms for the rest of our stay in Goa.
Sadly Jessica and Max turned out to be very good hosts and it was very difficult to tell them in the morning that we will be checking out, but we had already made our booking and paid for the whole week at the new hotel Jameel helped us find.
I promised Jessica and Max that the next time we will not chat with our taxi driver and we will definitely stay with them. It will greatly help if they get a swimming pool in the meantime, but even lack of a swimming pool will not stop us from staying at Jess and Max the next time we go to Goa.

آیا اسراییل به طرف برخورد شدید با امریکا میرود؟
ترجمه: خوشحال دوست وکیلی
روز آزادی اسراییل نزدیک است و رسم اینست که سیاست مداران اسراییلی در باره گزشته تاریخی و آینده کشور خود یعنی اسراییل مصاحبه های با آب و تاب تمام بدهند. اما نخست وزیر تازه منتخب اسراییل ، بنجیامین نتنیاهو به طور آشکارو غیر معمول خاموش است. آقای نتنیاهو در ماه فبروری امسال توسط رای دهنده گان اسراییلی به کرسی نخست وزیری انتخاب شد ، او آگاهی خوبی از اولویت های رای دهندهگان اسراییلی دارد که عبارت از امنیت شخصی و ملی اسراییلی ها می باشد
این موقع خوبی بود تا آقای نتنیاهو سیاست خارجی حکومت خودرا اعلان میکرد اما چنانچه معلوم میشود اسراییلی ها و جامعه جهانی که با بی صبری به موضع گیری حکومت جدید اسراییل در قبال سیاست خارجی اش در انتظار اند باید اندکی دیگر منتظر باشند
در سرزمین ی که جنگ ها بدون هشدار آغاز میشوند ، سخنگوی آقای نتنیاهو اعلان کرده است که جهان بینی و سیاست خارجی حکومت جدید اسراییل فقط بعد از 18 می 2009 آشکار و اعلان خواهد شد
این دقیقا وقتی است که آقای نتنیاهو برنامه دیدار با رییس جمهور بارک اوباما در قصر سفید را دارد.ضمنا وزرای دفاع و خارجه کابینه آقای نتنیاهو اظهاراتی را کرده اند که نشان دهنده سمت گیری های جدید سیاست خارجی اسراییل می باشد
اظهارات مقامات بلند پایه اسراییلی ، قصر سفید و همچنین اظهارات رهبران عرب در این راستا به صورت جدی دیده بانی میشوند
مردم اسراییل و شرق میانه میخواهند بفهمند که آیا ماه آینده قصر سفید شاهد برخورد زشتی میان اسراییل و امریکا خواهد بود؟ به طورمعمول این امر بسیار بعید به نظر میرسد ،اما اظهارات متفاوت حکومت جدید اسراییل از یک طرف و قصر سفید ی رییس جمهور اوباما از طرف دیگر، امکان همچنین برخورد را زیاد تر ساخته
آقای نتنیاهو سابقه طویل روابط دشوار با نزدیکترین دوست کشورش یعنی ایالات متحده دارد که از دوره قبلی صدارت آقای نتنیاهو در اخیر دهه 90 سرچشمه دارد
واقعیت پیچیده
مسله ایجاد دولت آزاد فلسطین یکی از مساییل کلیدی و آشکار است.آقای نتنیاهو و وزیر خارجه او تا به حالا ترجیح داده اند تا این مسله را گنگ و مبهم نگاه دارند. وزیر خارجه در حکومت جدید اسراییل اویگدورلیبرمین است و او ادعا میکند که تقویه اقتصاد فلسطینیان اولویت زیادتری از ایجاد دولت آزاد فلسطین دارد که این موضوع گیری آقای لیبرمین در تضاد با خط مشی واشنگتن در این راستا میباشد، او اصرار میرورزد که جامعه جهانی به شمول ایالات متحده اصطلاحات ی مانند " زمین برای صلح" و " راه حل دو کشور" را دیگر استفاده نکنند، و کوشش نکنند تا یک واقعیت پیچیده را خیلی ساده جلوه بدهند
همچنان وزیر دفاع در کابینه جدید اسراییل آقای ایهود بارک در جریان یک مصاحبه اظهار داشته که صلح با فلسطینیان و اعراب در سه سال آینده امکان دارد
آقای لیبرمین وعده "راه های نو ، اندیشده های نو و دید درازمدت نو" را میدهد
اما این سوال بر انگیز است که این همه وعده های نو قابل قبول رییس جمهور بارک اوباما باشند و یا خیر؟
از وقتی که آقای اوباما به قصر سفید رسیده ، او و وزیر خارجه او هیلاری کلینتون، به طور صریح و واضح اصرار ورزیده اند که را حل دو کشور ، یعنی ایجاد کشور فلسطین و کشور اسراییل، یگانه را حل مشکل تاریخی فلسطین و اسراییل میباشد. همچنان قصر سفید ی اوباما خواهان صلح به صطح منطقوی در این راستا است
در جریان ماه جاری شاه عبدالله اردن اولین رهبر از شرق میانه بود که توسط قصر سفید پذیرایی شد. شاه عبدالله به اسراییل توصیه کرد تا پلان صلح ی را که به نام ابتکار صلح اعراب مشهور شده است بپذ یرد، بروفق این پلان اسراییل در بدل عقب نشینی به سرحدات قبل از جنگ 1967 در جهان عرب به رسمیت دیپلماتیک شناخته خواهد شد
شاه عبدالله همچنان اظهار داشت که برای ایالات متحده ضروری است تا یک نقش محکم و جدی ای را در حل معضله ی فلسطین اختیار کند. او هشدار داد که اگر پیشرفتی در این راستا نشود ، منطقه به طرف یک جنگ نو حرکت خواهد کرد
رییس اداره خودگردان فلسطینی آقای محمود عباس در تایید گفته های شاه عبدالله اظهار داشت که موقف شاه عبدالله نماینده گی ازموقف تمام اعراب میکند
بنظر می آمد که رییس جمهور اوباما به گفته های شاه عبدالله و محمود عباس از خود همدردی و دلسوزی نشان میدداد و اظهار داشت: " ما نمیتوانیم تا ابد مذاکره کنیم...مهم است که قدم های به طرف حل موضوع برداشته شود تا مردم بتوانند پیشرفت واقعی را در عمل ببیند واین چیزی است که ما میخواهیم در چند ماه آینده به آن برسیم"
بزرگترین مانع
ایران یک عامل مهم در این معادله است
آقای نتنیاهو زمانی که رهبر مخالف (اوپوزیسیون) در پارلمان بود از ایران به حیث بزرگترین خطر برای موجودیت اسراییل یاد میکرد. به گمان اغلب او این پیام را با خود به واشنگتن خواهد برد و از ایالات متحده خواهان تعهد در این راستا خواهد شد
ممکن است که در مقابل رییس جمهور اوباما خواهان پیشرفت در موضوع فلسطین شود
خانم هیلاری کلینتون وزیر خارجه ایالات متحده روز جمعه گذشته اظهار داشت :" اگر اسراییل حمایت محکم ما را در مسله برخورد با ایران میخواهد، اسراییل نمیتواند که حل مسله فلسطین را به تعویق بیندازد. این دو موضوع، یعنی برخورد با ایران و حل معضله فلسطین با یکدیگر ارتباط دارند"
حلقات دیپلوماتیک بین المللی در این روزها خبر از این میدهند که کشور های سنی عرب که از ایران هراس دارند احساس میکنند که حل معضله فلسطین شرط اول است تا باشد که این کشور ها از حرکات امریکا/اسراییل علیه یک کشور اسلامی مانند ایران پشتیبانی کنند
رهبران مصر، اردن،عربستان و دیگر کشور های عرب به طور آشکار اصرار میورزند که معضله فلسطین هسته مشکلات در شرق میانه میباشد. تا وقتی که مشکل فلسطین حل نشود، منطقه روی صلح را نخواهد دید
اما وزیر خارجه جدید اسراییل ،اویدگور لیبرمین، اصرار میورزد که قبل از هر چیز مشکلی که او آنرا "مشکل ایران" میخواند ضرورت به حل دارد. به گفته او" بزرگترین مانع مقابل صلح نه اسراییل، نه فلسطینیان بلکه ایران میباشد. بدون حل مشکل ایران غیر ممکن است تا ما معضله ای را در این منطقه حل کنیم. این به لبنان ارتباط دارد، به نفوذ ایران در سوریه ارتباط دارد، به درگیری عمیق ایرانیان در مصر ارتباط دارد، در غزه و همچنان به عراق ارتباط دارد. به گفته او: جامعه جهانی میخواهد تا مشکل شرق میانه را حل کند، اما این امکان ندارد برای اینکه بزرگترین مانع برای حل مشکلات شرق میانه ایران میباشد. "
موضع گیری خشن
اویدگور لیبرمین در این اواخر به نماینده رسمی رییس جمهور اوباما برای شرق میانه ، جورج میچل، گفته است "که 15 سال مذاکره صلح با فلسطینیان نه راه حل را موجب شده و نه کدام نتیجه ای را به بار آورده و برای بدست آوردن ثبات راستین منطقه ای، بهتر است ایالات متحده متوجه جلوگیری ایران از بدست آوردن سلاح هستوی شود"
نخست وزیر اسراییل بنجیامین نتنیاهو همیشه اظهار داشته و معتقد بر این است که برای بدست آوردن نتایج خوب در مذاکرات ، بهتر است تا موضوع گیری خشن ای را اختیار کنیم
اما احتمال زیادی وجود دارد که رییس جمهور اوباما و نتنیاهو حد اکثر سعی خواهند کرد تا به تا به یک توافق نظری برسند
از جهت دیگر وزرای دفاع و خارجه اسراییل آوازه ها و خبر های داخلی و بین المللی مبنی بر این که حکومت نتنیاهو بیزار و خسته از کوشش های اداره اوباما برای گفتگو با ایران، خود را برای حمله بالای ایران آماده میکند رد کردند
همچنان هر دو وزیر کابینه نتنیاهو اظهار میدارند که میخواهند روابط عادی و نورمال با سوریه داشته باشند (چیزی که اوباما از آن به سختی طرفداری میکند ، با وجود آن آقای لیبرمین پیشرفت در این زمینه را پیش بینی نمیکند). هردو مرد خواهان ادامه و پیشرفت مذاکره با فلسطینیان هم استند
امکان مذاکره و گفتگو موجود است ، ولی فلسطینی ها خواهان مداخله جدی آقای اوباما برای جلوگیری از پیشرفت بر ساختمان شهرک های یهودی نشین در کرانه غربی اشغال شده اند. در این مورد هم نخست وزیر اسراییل نتنیاهو موقف روشنی دارد و آن این که او هیچ دلیلی را برای توقف ساختمان شهرک های یهودی نشین در زمین های فلسطینیان نمیبیند
آقای محمود عباس هم موقف روشنتری دارد و آن این که او آماده مذاکره و گفتگو با اسراییلی ها تا زمانی نیست که تمام کار بالای ساختمان شهرک های یهودی نشین در خاک فلسطینیان به صفر نرسد
رییس جمهور اوباما آقای محمود عباس را هم ماه آینده به قصر سفید دعوت نموده

Vacation in India continued...
The work was so boring after 14 days of good time away from it that I could not get my engine started. But it is life and one has to get used to it and as I am writing this I am getting back to my normal behaviour at work.
I will not talk about my work here, but as promised write about the Indian experience, so here it is:
On the morning of that particular day I along with my friend the IT professional plus my other friend the PHD* candidate for the last 15 years arrived to Kabul International Airport on time. The security at KAIA did not disappoint us and as usual we were checked a dozen times and all our private parts violated.
My PHD candidate friend of last 15 years was stopped by Afghan Police at KAIA and every time they asked him for his passport and papers, he was given special treatment all the way and it was very frustrating on me and my other friend that Why were they treating him eeeessspecially and treating us like very normal people?
Anyways, we got our passports the exit stamp and once in the security of transit hall (if you will call it) I complained to my friend and showed my displeasure at the fact that he was treated with so much care?!
My PHD candidate friend for last 15 years told me that when the immigration officer put the exit stamp on his passport (after thorough checking off course) the police next told him that KAIA police had suspected him to be a Pakistani so that is why he was treated like royalty!
It is good the KAIA guys didn't do this with me as I would have told them that at least biologically speaking every body comes from the same place (sorry for my French) and that geographically coming from Pakistan or Afghanistan should not entail eeessspeecial treatment.
What can I say; KAIA police and immigration do not have the word disappointment in their dictionary!!
I will leave them there and move to the next topic, Delhi airport and Immigration.
Well, they are not so different than their counterparts at KAIA. What struck me with Delhi immigration was the fact that most of the immigration officers did not know some very basic general information about Afghanistan.
The guys who was putting the entry stamp on my passport was arguing that Osama Bin Laden is an Afghan warrior of a dangerous breed and that all of the 9/11 pilots (suicide bombers) were Afghans.
I tried humbly to tell him that Comrade Osama is Saudi national and that most of the pilots (he called them pilots) were also Saudi nationals.
Delhi immigration almost deported me back to the land of opportunities (Afghanistan) when I told them to read some newspapers or books and try to learn about issues before making wrong judgements! But then I shut up on time and quit lecturing.
I latter found out why Delhi Immigration officers had a very narrow minded view about Afghanistan when I watched the very dramatic Indian news channels for two consecutive nights for 10 minutes only.
A minute does not pass on Indian news channels without very graphic breaking news about Taliban and Al Qaeda.
It's like breaking news 24/7!
Normally you get 1 or 2 breaking news a day and even for that you have to be lucky, but on Indian news channels there is no shortage of breaking news blocking the whole damn tv screen with graphics!

- BREAKING NEWS "25 Taliban ready to enter India"
- BREAKING NEWS "Baitullah Mehsud supports Pakistan against India" (What?)
- BREAKING NEWS "I am going to finish the Taliban if I am elected PM" L.K Advani
- BREAKING NEWS "Ajmal Kassab is an Adult"
To summarise it is not the first time that I have witnessed discrimination and prejudice against Afghans in airports around the world and a lot of time and effort is needed to educate people that the very first victims of international terrorism are the Afghan people and we have suffered the most from comrade Osama and his band of terrorists.
The depressingly funny part is that our own Kabul International Airport police and immigration authority is the biggest culprit in this regard!!!
On the other hand,, I hope the Indian media will start to get serious and do not blow news out of proportion; they can also get rid of BOLD LETTERS IN RED which are simply scary.
I will write about the rest when and if I have time (sorry for being so rude)

Vacation in India
I was originally accompanied by two dear friends, but now I have one friend with me ( I will write about this latter). I always told my freinds before this trip, that we will make this trip the trip of our lives. It seems now that I was right, I will never forget this trip and the days that I am spending with my freind, even though I am also missing the one friend that did not make it to this trip.
We are visiting Delhi, Goa & Mumbai for two weeks and because I want to fully enjoy my vacation I will not be blogging regularly, but I want to put a list here in this post that I will write about each and every item when I reach home. This list will be constantly updated until I return home and then I will write about each item on the list separately.
The list goes as follows:
- Kabul Airport and everything about it
- Delhi Airport and Immigration
- Arrival to Delhi and the hotel in Paharganj
- Registering with FRRO
- Leaving to Goa on a jetty budget airline
- Meeting Jameel our driver in Goa airport
- The hotel without a pool but very nice service

The Essay and the need for feedback

National Solidarity Programme (NSP)
Below is the result:
"Afghanistan is a country affected by 30 years long war and an ongoing
insurgency. The scale of destruction in Afghanistan is huge and a very
challenging job for the Afghan Government and the International community
alike.
The past and present conflicts have brought with it a lot of
suffering for the people of this impoverished country. There are scores of
Afghan people who have been victimised by the civil war as well as the current
conflict.
If we focus on the current conflict in Afghanistan and its
underlying causes, we can easily point a finger at the cross border infiltration
by insurgents from Pakistan into Afghanistan. This phenomenon along with the
border with Pakistan hampers the much needed development work in the area close
to the Pakistani border.
One of the development programmes severely affected
is the National Solidarity Programme (NSP), as there is virtually no access to
the affected areas in South and South-East along the border with
Pakistan.
Statistics show that NSP is much more successful in areas where
there is no cross border infiltration and it confirms that victims of all
conflicts and specially the civil war have benefited far more from NSP than the
Afghan people close to Pakistan border."
It is 204 words (I don’t know how I managed that on paper) and I want feedback!
Sacrificing a Friday
Recently I applied to be part of youth leadership programme, the reason I really wanted to go out and see some young people and share my thoughts, ideas and take in their perspective on life.
After I applied to this programme I was selected for an assessment centre which was supposed to be held on a Friday! (Friday is the weekend in Afghanistan). I love my Friday and I fully enjoy it with long sleep hours, heavy breakfast and some good reading in the afternoon. As you can see from the previous sentence I really had to make the biggest decision of my day!
After much pondering and thinking I decided to go out and take part in the assessment centre and sacrifice my day of the week for the 30 people that I was going to meet and compete with for a place in the final group of young leaders.
On this particular Friday I woke up early and prepared to go to this assessment centre in town, which enabled me to be one of the first handsome young guys to arrive to the scene.
One by one the 30 future leaders of Afghanistan arrived and were introduced. I liked the group instantly, they were a bunch of young and talented Afghans and I was happy to sacrifice another of my Fridays for them and to be with them. We had a great day, filled with activities, tasks and building towers! I met almost every one of the participants personally and at least made half of them friends (you see my social skills).
One of the tasks for me was to write an essay in max 200 words,60 minutes and with the following issues:
1. Victims of civil war
2. Border infiltration
3. National Solidarity Programme (NSP)
I was not sure how to write an essay with is substantive and which will logically link the three topics above in 200 words and 60 minutes. I will post the essay that I wrote in my next post on this blog and would like you (if there is anybody) to tell me if I have managed to write a decent piece.
As for this youth programme, I have not heard from them yet but I would love to sacrifice all my Fridays to go out and meet that group of young people.
Long time coming
I should not be entirely blamed for the precedent that my blog is not updated frequently and it is due to the fact that a lot of interesting things happened that captivated my imagination and really kept me away from actively blogging.
For starters I was following the historic US elections and I was taking so much so that I did not feel the need to spit out some of my thoughts. Strange? I know!
I really enjoyed the US elections last year, full of drama, thrills and chills. At the end what happened restored my belief in democracy and hope. Let's wait and see what President Obama will do?
Apart from the US elections and its affects on my blogging I was really, really busy with work and my studies. I have been taking in new responsibilities and challenges which really made me a very busy person. There are other interesting things that I really don’t want to put on this blog. Anyways, I wish to have more time for this thing that I am doing right now, as I really enjoy it and I do it only for myself.
At the end I would like to say to myself that even if I update my blog once in a year, I will not quit blogging! (Here you have it in writing!)

حکومت ها برای عرضه خدمات اجتماعی مالیاتی مختلفی را بر مردم وضع میکنند تا بتوانند از طریق جمع آوری مالیات قادر به عرضه هرچه بهتر خدمات به افراد جامعه شوند. در تمام کشور های جهان وظیفه جمع آوری مالیات بر عهده ی وزارت های مالیه و یا اداره های مشخص مالی می باشد که این ارگان ها مسوول تدارک و تمام کردن بودیجه سالانه دولت هم میباشند که مصارف و عواید در آن پیش بینی میشوندکشور های پیشرفته جهان رژیم های مالیاتی پیشرفته ای دارند که آنها را قادر به عرضه هر چه بهتر خدمات اجتماعی مانند امنیت ، صحت ، تعلیم ، ترانسپورت و غیره خدمات اجتماعی میگردانند. البته اندازه مالیات و عرضه خدمات در مقابل جمع آوری مالیات به طور یکسان نمی باشد و در هر کشور فرق میکند
مالیات انواع مختلف دارد مانند مالیات بر عواید ،مالیات بر جایداد ها، مالیات بر فروشات،مالیات بر اشیای قیمتی و دیگر انواع بی شمار مالیات که ما از آنها اینجا یاد نمیکنیم. ما فواید مالیات بر عایدات را به بحث میگیریم و ملاحظه میکنیم که افغانستان ضرورت مبرمی برای وضع کردن قوانین پیشرفته و عادلانه در این راستا دارد
مالیات بر عایدات به آنگونه مالیاتی میگویند که بالای عواید اشخاص ، شرکت ها ی شخصی، شرکت های بزرگ سهامی و نهاد های حقوقی وضع میگردد. میزان مالیه بر عایدات مطابق به عاید کسی که مالیه میپردازد تعین میگردد و به طور عموم کسانی که عاید کم و ناچیز دارند مالیه بسیار ناچیز و کسانی که عاید زیادتر دارند مالیه بیشتر می پردازند
اگر یک نظر به میزان مالیه در کشور های انکشاف یافته و رو به انکشاف جهان بیاندازیم دیده میتوانیم که اندازه مالیه بر عواید در این کشور ها بسیار بالا بوده که این خود دلیلی خوبی برای انکشاف و خود کفایی این کشور ها می باشد.
شکل اول: میزان مالیه بر عواید در کشور های انکشاف یافته و رو به انکشاف سال ۲۰۰۵ افغانستان کشوری است با عواید بسیار کم، اقتصاد ضعیف و بستگی مطلق به کمک های خارجی که این روند باعث شده که افغانستان آزادی و استقلال محدودی در تعین استراتیژی های انکشافی و ساختار بودیجه داشته باشد. مطابق به آمار وزارت مالیه افغانستان بیشتر از ۷۰٪ بودیجه ملی بیرون از خزانه دولت و از طرف کشور های کمک دهنده به مصرف میرسد که این خود از موثریت بودیجه میکاهد
